cyrus-dev-2.4 software package provides Cyrus mail system - developer files [dummy package], you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cyrus-dev-2.4
cyrus-dev-2.4 is installed in your system.
